The 21-year-old diver has been in a relationship with Mr Black, who is 20 years his senior, for two-and-a-half years and first revealed he was dating a man when he came out via a YouTube message in December 2013.
The couple announced their engagement in the Births, Marriages and Deaths section of The Times on Thursday.
