Kim Davis, the former clerk of Rowan County in north-eastern Kentucky, gained national prominence in 2015 when she refused to comply with the US Supreme Court decision that legalized same-sex marriage.

David Ermold and David Moore sued Davis after being repeatedly denied marriage licenses by her or her office. In 2022, Bunning ruled that Davis violated their constitutional rights, and in September 2023, a jury awarded the couple $US148,000 in damages, 9news.com.au reports.
